For example, some will provide transportation to chemotherapy for cancer patients and others offer free CPR training.

The Pursuit of Influence follows Independent Sector’s 2023 report, The Retreat of Influence , which filled a 20-year gap in nationally representative data on whether and how nonprofits advocate around public policy. That report found a substantial decrease in nonprofit advocacy and lobbying in the United States since 2000.

As a 2023 Independent Sector study noted, only 31% of nonprofits surveyed in 2022 reported engaging in advocacy or lobbying or both in the last five years, and only 25% reported ever lobbying, down from 74% in 2000. Most nonprofits make the same choice.
